A message dated June 4, 2004, was received June 8 stating the                                       
Governor has signed the following bill and is transmitting the                                      
engrossed and enrolled copies to the Lieutenant Governor's office for                               
permanent filing:                                                                                   
                                                                                                    
    SENATE CS FOR CS FOR HOUSE BILL NO. 531(FIN)                                                    
    "An Act relating to natural gas exploration and development and                                 
    to nonconventional gas, and amending the section under which                                    
    shallow natural gas leases may be issued; and providing for an
